Cosa riprovare

Riprova rate_limited dopo l'intervallo indicato in Retry-After e upstream_failure una o due volte con backoff. Non riprovare mai invalid_request, insufficient_scope o content_policy senza modifiche: falliranno sempre allo stesso modo.
